OpenAI documents the English wording only. Every other label here is taken from a sighting in this corpus, and they do not all match: France prints a three-letter abbreviation, Germany has shown both an English chip and a German one, and a Traditional Chinese thread carried a localized label over US inventory.

No. OpenAI publishes no archive of the ads that run inside ChatGPT, unlike Meta, Google, TikTok and LinkedIn, which each run one for their own platforms. This library exists because OpenAI does not publish one.
Every entry is an ad that actually ran inside ChatGPT, recorded with the advertiser, the creative, the format and the date it was seen, and with the prompt it ran against wherever the conversation was captured. Nothing is invented: an ad whose copy was never recorded says so rather than guessing at the words.
The screenshots belong to the people who took them. The unit itself is fully specified (advertiser, favicon, title, copy, square image, a Sponsored or Ad label, below the answer), so each card is drawn from the published copy in that shape, and the source is one click away if you want the original.
Where the source published it, yes: 6859 entries carry the prompt above the card. OpenAI gives advertisers no prompt-level reporting, so the only prompts anyone can show are the ones observers recorded.
